The measure was added to a bill which provides an extension of unemployment benefits and also allows all businesses that have incurred losses in 2008 and 2009 to seek refunds for taxes paid on profits over the past five years. A final vote on the First-Time Home Buyer Tax Credit is expected in the Senate on Wednesday or Thursday, and then the bill  will move to the House. Once the House passes the bill, it is sent to the President to sign into law.
